About the CTMP

The Countywide Transportation Master Plan (CTMP) is the first step in creating a countywide transportation and mobility framework for Palm Beach County and its municipalities. It will provide a shared foundation that individual jurisdictions can adopt or update their own improvement plans based on local needs and priorities. Through this framework, jurisdictions can coordinate regionally significant transportation corridors and select recommendations that best fit their communities. Over time, these locally adopted plans may support a plan-based improvement methodology consistent with Florida Statutes.

The CTMP will serve as the primary baseline for transportation and mobility planning in Palm Beach County to achieve the following:

  • Establish best practices for regional mobility;
  • Promote and include design principles for safe streets;
  • Address the transportation planning of regionally significant corridors that traverse various jurisdictions (i.e. County roadways and collector roadways, regional transit systems);
  • Integrate for land use and transportation;
  • Establish common Goals, Objectives and Policies within Palm Beach County; and define multi-jurisdictional processes.

The CTMP draft project recommendations reflect both existing projects and new concepts developed through analysis and stakeholder engagement. Before the recommendations are shared for public input, the CTMP Project Steering Committee is requested to review them and provide feedback.

Your input will be used to refine the draft recommendations before they are advanced to the Multijurisdictional Intergovernmental Coordination Forum Executive Committee and the Board of County Commissioners.

An Automated People Mover (APM) is a fully automated, driverless transit system designed to efficiently move passengers over short distances within a defined area, such as an airport, downtown district, or major activity center. Operating on a dedicated and separated guideway, APM systems provide reliable, high-frequency service that is not affected by roadway congestion. These systems are commonly used to connect key destinations such as terminals, parking facilities, and transit hubs.

The map illustrates a conceptual APM network connecting major corridors across Palm Beach County, including Okeechobee Boulevard, Palm Beach Lakes Boulevard, and the downtown West Palm Beach core. The system links major regional destinations such as Wellington, Royal Palm Beach, and Boca Raton to central transfer points, including Tri-Rail and Brightline connections. Reviewers should consider which corridors and stations are most critical to prioritize for improved mobility and connectivity.
